FARTHINGSTONE PARISH COUNCIL – MINUTES Tuesday 22 April 2008 A Parish Council meeting was held on Tuesday 22nd April 2008 in the Village Hall at 8.15pm. Present – Mrs Jennie Miller in the chair, Dr Stephen Batterby, Mrs Susan Castle, Mr John Church, Mr Christopher FitzGerald, Mrs Sarah Hyatt, Mr Peter Stanton, Councillor White PCSO Jane Millyard & 6 Parishioners. Apologies – None Declarations of Members Interest None Election of Chairman Mr Church nominated Mrs Jennie Miller and this was seconded by Mrs S Castle. There were no other proposals. Mrs Miller accepted the position and thanked Mr Church for his vote of confidence. Election of Vice-Chairman It was decided, as has been the case in previous years, to elect no vice chairman. Election of Planning Committee All Councillors to stand on planning committee. Election of Cemetery Committee All Councillors to stand on cemetery committee. The minutes of the last meeting were agreed and signed. Matters Arising The area of the highway outside Lilac Cottage, which collects water, is still awaiting work to commence. This area is marked out for repair. PC to contact May Gurney / Street Doctor find out when the work will be done. Following an informal meeting of members at the Cemetery, various works will be arranged to be done. The village noticeboard is in need of replacing. It is possible that funding might be available for this. SH to investigate various possibilities for this. The water leaks on Everdon and Litchborough roads have not been repaired. PC to contact Street Doctor. Jane Millyard, our Community Support Officer read out her report on crimes within the village in the last 12 months. Figures have increased in this last year and we must remain vigilant at all times and report anything suspicious providing as many details as possible. There have been some thefts of guns out of parked vehicles
recently. When the owner has left the fire arms in the vehicle unsecured
they have then been stolen from the vehicle. All users of guns must either
remove guns or secure them properly in the vehicle. Jane stated that either PC Sarah Harris or herself would attend another PC meeting in 4-5 months time, to produce a further report . If anyone would like a visit from a crime prevention officer then they are to contact her. Mrs Miller thanked Jane for her attendance.
Amendment to Code of Conduct
in its Model Form as adopted at the last PC meeting. Neighbourhood Watch Update Colin Benham read out his report. There has been very little crime in the village in the last 8 weeks. Mrs Miller thanks Colin for his report. Annual Accounts These were presented to the Council by the Clerk and discussed. These accounts were approved and will now be passed to Mr J Mole for him to do the internal audit. Clerks Wages This was discussed by all Councillors and it was agreed to keep at the same rate of £475.00 per year paid in arrears. Mrs Miller thanked the clerk for all her work. The question has been raised over having a folder to file the minutes in instead of the long hand minute book. Mrs Miller has spoken to NALC and this is perfectly acceptable. It was agreed by the members to implement this. Mrs Miller will make arrangements for the change.
This matter was discussed and as further information is needed to complete the survey a letter will be drafted and sent to DDC. Conservation Status We need to draw up proposals for what we would ideally
like to be included in this. Rachel Booth will consider these proposals
and possibly attend a PC meeting. The information will be shared with
the residents, who will have the chance to give their opinions before
any formal application is made to DDC. Planning Applications
This appeal has been has been refused.
Much concern was raised by members and neighbours to the proposed double garage by Maidford Road. This will form part of FPC’s letter in response to this application.
None A .O.B SB raised the matter of the road surface breaking up on Maidford Road. PC to contact Street Doctor. SC reported that the public footpath E55 over the golf course and the new footpath at the back of Manor Farm on the Weedon Road still have some of their way markers missing. PS to replace. JC reported that the kerbstones outside The Old Rectory are loose. PC to contact Street Doctor. PS reported that he had repaired one footpath stile and will do a second one waiting for repair as soon as possible. The Chairman thanked him. JM reported that the field hedge adjacent to the Everdon Road is very untidy with builders rubbish and plastic making it unsightly on the approach to the village. This is to be mentioned to Mr Spokes who owns the hedge and site within. Date of next meeting Monday 16th June 2008 at 8pm in the Village Hall. There being no further business the meeting closed at 9.45pm. FARTHINGSTONE PARISH MEETING A Parish Meeting was held on Tuesday 22nd April 2008 in the Village Hall at 8.00pm. Present – Mrs Jennie Miller in the chair, Dr Stephen Batterby, Mrs Susan Castle, Mr John Church, Mr Christopher FitzGerald, Mrs Sarah Hyatt, Mr Peter Stanton, Councillor White, PCSO Jane Millyard & 6 Parishioners. Apologies – None The minutes of the last meeting were agreed and signed. Matters Arising None Reports from Village Charities Joy Mead Charity – The accounts were circulated and Mr Peter Stanton discussed the events held in the Joy Mead Gardens during the past year, all of which raised funds for the charity. There was no pig roast as this was cancelled due to lack of support. The statues have been repaired and will be on show at various village events. The mowing rota has worked well and will be put into action again this year. Part of the roof had some serious repair work done on it, which was a little more expensive than first thought but enough funds were in the bank to cover the cost. Chairman thanked Mr Stanton for his account of the Joy Mead. Sheppard Charity – Mr John Church reported that there were 5 small grants given out to parishioners following a meeting of the trustees. The bank balance stands at £32.25. The Chairman thanked Mr Church for his account of the Sheppard Charity. Knightley Trust – Mr John Church reported that not a lot has happened with this trust but the bank balance stands at £122.22 and £21.40 in the deposit account. The trophy for the RE prize is still being given out to a pupil at Blakesley School once a year. Clerk to find out who this trophy is presented to year from the School. The Chairman thanked Mr Church for his account of the Knightley Trust. Village Hall – An update was given by Mr Chris FitzGerald. The bank account is in a healthy position and the committee recently bought a stage to be used for plays etc and they are looking at getting the hall redecorated shortly. The two main fundraisers last year were cancelled due to lack of support. Chairman thanked Mr FitzGerald for his account of the Village Hall.
