A Parish Council meeting was held on Monday 18th February 2008 in the Village Hall at 8.00pm. Present – Mrs Jennie Miller in the chair, Dr Stephen Batterby, Mrs Susan Castle, Mr John Church, Mr Christopher FitzGerald, Mrs Sarah Hyatt, & 3 Parishioners. Apologies – Mr Peter Stanton Chairman addressed meeting on FUTURE ETIQUETTE ‘I would like to draw to the attention of all those present, that I will not tolerate any outside interference at future Parish Council meetings. I’m sorry that this needs saying, but the interruptions that took place at our last Parish Council meeting were just not acceptable. No one is entitled to interrupt or obstruct the proceedings of this Council or its Members. Any audience must respect these requirements and although I do not wish to be rude, I will not allow comments from the floor unless these have been invited. In future, if any member of the public becomes disorderly they will be asked to leave the venue, or the meeting may have to be closed. Parish Council Members as individuals are responsible to register any interests that they consider appropriate.’ Official Adoption of Code of Conduct ( May 2007 ) The adoption of the Code of Conduct in its model form without amendments was discussed and agreed to be adopted by Farthingstone Parish Council. This was nominated by Mr J Church and seconded by Dr S Batterby. Declarations of Members Interest None. The minutes of the last meeting were agreed and signed. Matters Arising The area outside Lilac Cottage, which collects water, is still awaiting work to commence. This area is marked out for repair. P C to contact Atkins if this work is not done soon. The bill board trailer, under an enforcement notice by DDC at Manor Farm, has been removed. The consultation meeting at Litchborough Village Hall, regarding the proposals for a new bus service for the village, was attended by the Clerk. It was reported that it would be ring and reserve a seat service. If no seat was booked then the bus would not come through the village. This is still in the first stages of consultation and the Parish Council will be sent any further information in due course. Farthingstone Parish Council will endeavour to hold its meetings in the Village Hall on alternate months on the 3rd Monday in the month, for the benefit of future planning. It was formally agreed that Parish Council Minutes should not go onto the website until approved at the following meeting. The Draft Minutes will go onto the village noticeboard. New Neighbourhood Watch Co-ordinator A card and gift of thanks was given to Dorothy FitzGerald for all her work as Neighbourhood Watch Co-ordinator. Dorothy thanked the Parish Council for all their help and support over the past years and thanked Colin Benham for taking over the reins as the new Neighbourhood Watch Co-ordinator. The Parish Council also thanked Colin for volunteering and taking over as Neighbourhood Watch Co-ordinator and wished him well in this position. Neighbourhood Watch Update A report was read out by Colin Benham. There have been various thefts in the area of cars and from cars and an attempted burglary. The Police Ringmaster system is being revamped at present. Can everyone remember to inform Colin of any changes to email addresses.
The side hedge along the path in the cemetery has recently been cut by Chris Tate and a letter of thanks is to be sent to him. The conifer trees along the roadside look particularly tall and need looking at with the possibility of being topped. The fir tree near the seat has dead branches which need cutting down. Councillors to visit the cemetery at 7.30pm on 21st April to assess what work needs doing.

At a meeting of DDC Planning Committee on 12th December 2007 Members turned down this application. Mrs Miller attended this meeting. DA / 2007 / 1139 ( ADDED ) Replacing entrance gates and handgate at Littlecourt Yard, Maidford Road, Farthingstone. DDC Planners passed this application. DA / 2007 / 1142 Single Storey extension at Judkins House, Maidford Road, Farthingstone. DDC Planners passed this application. DA / 2007 / 1196 Coppicing of trees in Everdon Stubbs near car park area in Farthingstone Road, Everdon DDC Planners approved this application. DA / 2007/ 1197 Work
subject to TPO orders in Everdon Stubbs in Farthingstone Road, Everdon. DA / 2007 / 1236 Siting of 2 Poly Tunnels on land at the rear of Bay Tree Cottage, Maidford Road, Farthingstone DDC Planners approved this application. A letter to be sent to DDC regarding the special conditions attached to this permission.
Site visit has been made by the Inspector and the outcome of this Appeal will be given to us when made public. DA / 2007 /1369 Single Storey Rear Extension to form Orangery at West Lodge, Maidford Road, Farthingstone. This application is under consideration at DDC. DA / 2007 / 1404 Work on tree, subject to TPO, at The Acorns, Everdon Road, Farthingstone ( actually at Park Farm) Consent has been given to carry out some of the works along with a Tree Surgeon. Checks to be made with DDC that the correct work is done. Appeal decision DA / 112 (
ADDED ) Correspondence A letter has been received from ACRE to attend a launch event of the Green Space Toolkit. A .O.B Details have been received from Rachael Booth regarding the Conservation Status. This to be circulated to all Councillors and discussed at next meeting. It would appear that there are some gates being installed at Manor Farm. DDC contacted to confirm if planning permission is needed. The cemetery plan is completed and is now awaiting the making of a new notice board to insert this into. The notice board by the post box appears to be in a poor state. This needs looking at by a builder to arrange repairs. SC reported that the public footpath E55 over the golf course and the new footpath at the back of Manor Farm on the Weedon Road have some of their way markers missing. PS to be asked to replace as necessary. It was questioned what width a public footpath needs to be both across and around a field. This is to be investigated. SC raised the matter of the state of the roadside on the Everdon road between the grass verge and road surface. There is now a large gap that needs repairing. P Council to contact Street Doctor. The area outside Lilac Cottage which collects water which does not run off into a drain because there is not one has still not been dealt with. We are assured that this will be dealt with shortly. Various kerbstones within the village are loose again – contact to be made again to Adkins All Parish Councillors names to be added to the website The conservation status within Farthingstone is being looked into and we are waiting for information from Rachel Booth. When information is received this will be discussed again. The new cemetery plan is well underway. The footway on the Maidford Road has a job number for work to be done shortly. The overgrown flowerbed / grass on Maidford Road has been removed by the residents.
There were no incidents to report. A visit by the community safety team on 16 November 2007 next to the village hall was not attended by many due to the lack of advertising by the police. Colin Benham has offered to take over the reins as NHW
co-ordinator from Dorothy FitzGerald from 1 January 2008.
This was discussed and then decided that the present precept of £3250. 00 should remain the same for the forthcoming year. 100 people were unanimously against this proposal All the adjacent parishes
support Preston Capes in their opposition.

Letter sent to TPO officer asking that any work is to be carried out by a professional tree surgeon DA / 2007 / 1197 – Work subject to TPO orders in Everdon Stubbs in Farthingstone Road, Everdon This work is to lift the canopy of the trees on the roadside to allow high sided vehicles unrestricted access. We requested that the work again be done by professional tree surgeon and to be overseed by TPO officer.
This matter was discussed by SB, PS & SC and a letter will be sent to DDC planners with concerns raised.
This matter was discussed and a decision to resist this appeal in support of DDC’s delegated planning refusal. SB proposed and SC seconded. Response to be sent to Inspectorate. Manor Farm Mr H Brown spoke regarding the bill board which is the subject of an enforcement order saying that this trailer at present parked in the paddock at Manor Farm is not his trailer but is in the process of being moved.
A letter has been received from a landscape company asking for the opportunity to quote for the tender to mow the churchyard and the cemetery. We are happy with the work at present done by R D Landscapes whose present contract still has a year to run. There is a consultation meeting at Litchborough Village Hall on Tuesday 27 November regarding the proposals for a new bus service for the village. Clerk to attend and report back. A.O.B. JC suggests that the cemetery could do with having a major tidy up / trimming in the near future. All councillors to visit and consider what is needed. A working party will be arranged in March or April. PS suggested that a bollard be placed by the post box
to try to stop vehicles going up onto the path to post a letter and knocking
out the high kerb stones. It was thought by those present that this would
be too restrictive on this narrow road for large vehicles to go through.
It was thought that a possible remedy would be to have the kerb stones
lowered in this part of Main Street. Approach to be made to Adkins for
advice.

Following a letter of thanks to John Mole for completing the internal audit he replied saying he will be happy to do this in years to come. Parish Council Website It is formally agreed that Parish Council minutes / agendas should be placed on this site and that the minutes should be left on for two years. In addition the names of Parish Councillors should be listed here with contact via the Parish Council email address. Neighbourhood Watch Update No volunteer has come forward to replace Dorothy FitzGerald as NHW co-ordinator when she retires at the end of this year. If this remains the case, Farthingstone Neighbourhood Watch Group will cease until a new co-ordinator is found. A flyer reminding people of the need to do this will be delivered round the village. There was a recent burglary at the Kings Arms public house where money was taken. Three more burglaries of licensed premises occurred the same week. We must all remain vigilant. Farthingstone Correspondence A letter has been received from Defra regarding climate change and will be circulated round the Councillors. A.O.B.The cemetery Plan is underway and it was agreed that it should be cross referenced with a map and alphabetical list of names which CF is in the process of doing. The problem of footways on Maidford Road was raised again by PS. The surface has broken up even more following the visit of a road sweeper. Parish Council to Contact Adkins. The planning procedure notes were discussed it was agreed
that they will be updated annually by SB. SC raised the matter of the bill board on the lorry trailer in the paddock beside Manor Farm which was the subject of DDC enforcement removal. Parish Council contact DDC. The overgrown flowerbed/grass on the footway of Maidford Road raised by PS was re-enforced by statements from Juliet Bryce. This has become very overgrown and is making movement along the path difficult. SB to speak to owners. The gate to the public footpath on the south side of Maidford Road has been removed as reported by CF. Juliet Bryce informed the Parish Council that she has had another gate made to replace this, and it will be fitted soon. She asked for a new footpath sign to put on the new gate. PS will supply one once he has new stock. The WNDC consultation document raised by SH will be circulated and if the Parish Council considers it necessary will do a response. A letter of thanks to be sent There has been less dog fouling within the village since the owners were contacted Neighbourhood Watch Update There has been an attempted distraction burglary within the village and one in Weedon. Both of these appeared to be by the same people with them possibly being a father and son. No access was gained at either property. If anyone within the village has been targeted and not reported it, can they please do so. We must remain vigilant and report immediately anything with as much detail as possible to the police and a member of the neighbourhood watch team Our current Neighbourhood Watch Co-ordinator regrettably hopes to stand down from her position by the end of this year. We are therefore inviting applications for this position from within the parish. It was agreed that notice of this will go in the Monthly Village Magazine and onto the village noticeboard. Planning Applications DA / 2007 / 0401 - Renewal of DA / 2002 / 0849 for two storey extension to form kitchen, utility and bedroom at Willow Cottage, Everdon Road, Farthingstone This has been approved by Daventry District Planners DA / 2007 / 0682 - detached garage / store to replace existing at Glebe Farm, Maidford Road, Farthingstone We have sent a letter to DDC planning department stating no objections but re-iterating that this new building should be in keeping with the adjacent farmhouse DA / 2007 / 0585 - Outline planning for one dwelling adjacent to Littlecourt Farm, Maidford Road, Farthingstone We have sent a letter to DDC planning department pointing out concerns about the proposed new access through the wall to the property under consideration Planning Procedure It was agreed by the members that these notes will be able to be used as a very useful guide to refer to when considering planning applications. We thank Steve Batterby for drawing this up and agreeing to keep it updated. A.O.B. The question of Farthingstone applying to become a Conservation Village was again raised. All members to look at this possibility and discuss same at a future meeting. It has been suggested that more information should be placed regarding the Parish Council and its Members on the village website. It was unofficially agreed that the minutes and date of meetings pending should go onto the site.Further details to be discussed at a future meeting. It was pointed out that some foot ways within the village are in very poor repair and becoming very overgrown. The Parish Council will report this to Street Doctor and suggest that affected residents do the same.
