FARTHINGSTONE PARISH COUNCIL

 A Parish Council meeting was held on Monday 17th January 2011 in the Village Hall at 8.pm.

Present –Mrs Jennie Miller in the chair, Dr Stephen Batterby, Mrs Susan Castle, Mr John Church, Mr Christopher FitzGerald, Mrs Sarah Hyatt, and Mr Peter Stanton,  plus Councillor Kevin Perry, County Councillor Gina Ogden and 3 parishioners.

The minutes of the last meeting on were read, agreed and signed.

Matters Arising

Some of the pot holes that had been reported have been repaired and others remain outstanding. The finger post on the junction of Maidford Road has been broken again when icy road conditions prevailed.

We have received no response from villagers regarding the BT Payphone. Therefore it was unanimously agreed not to adopt this.

Neighbourhood Watch Update

There has been a distraction burglary within the village. JM thanked all residents who have visited those concerned.

Annual Parish Precept

In arriving at the decision to leave the annual precept unchanged from last year, investigations were made to make sure that we would not be liable to purchase new street lights. The new legislation will not affect us.  As a result it was decided to stay at £3,250. 00.  This was proposed by John Church and seconded by Peter Stanton.

Planning Applications

DA/2010/1013 – Outline application for demolition of 3 agriculture building and construction of 5 dwellings, garages and access (revised scheme) at Manor Farm, Main Street, Farthingstone, NN12 8EZ

Following the withdrawal of the previous application, this application arrived just before Christmas and the Parish Council asked for an extension to the deadline, which was duly given until 18th January 2011. JM and SC visited DDC offices this morning to look at the file, there where 36 letters received opposing the application. On further investigation, it appeared that letters known to have been sent were not in the file made available to view.

In response to this query, the case officer informed the Parish Council that there are 15 letters in a separate folder. This application contravenes various planning policies. Correspondence stating policy and recommendation has been sent to DDC. A 2nd response is to be sent to DDC planning following this meeting.

A noise survey has been done by the applicant stating that there have been complaints from residents regarding the noise from the farm. Neither the Parish Council nor any of the adjacent residents are aware of any of these. Also, an additional  traffic survey has been done as the old entrance on the Weedon Road which was blocked off as a condition of the building of the houses in Cattle End is proposed to be reopened. It states that Weedon road is not busy and will not be a hazard.

This development is not in character with the village and will have a negative impact to the village being contrary to policy.

JC congratulated Ian Cramb for circulating information to residents with an interest in outcome of this application.

The ongoing water and broadband problems within the village will not cope with any further properties within the village.

The Parish Council are unanimously against this application

DA/2010/1052 – Work to and removal of trees subject to a TPO in Everdon Stubbs Wood, Off Farthingstone Road, Everdon

This matter was discussed by all Councillors who unanimously agreed there is no problem with this work taking place.

DA/2010/1060 – Construction of new agricultural barn at The Glables, Everdon Road, Farthingstone, NN12 8HB

This matter was discussed and Councillors are concerned as to the necessity of a 3rd barn to accommodate additional storage when the 2 barns already built are as yet to be used for the purposes applied for when approved.  A barn sited between the 2 already built does not contravene any policy recommendations, but we will be sending a letter to DDC planning to the effect that we are against this in the view of totally in-accurate statements by the applicant in his formal request for same.  This application should not be heard or implimented until the conditions to the previous 3 applications have been adhered to.

SC wished thanks to go to Marcello for clearing the snow from paths within the village.

SC stated that the gritting within the village was great following the recent snow fall but asked why the bus route to Maidford was not cleared. County states that all villages will have one clear route in and out of village. This is what we had and one bus changed it route to use the clear road.

SB asked if the speed of traffic could be looked into. Gina Ogden said that we apply to have a static speed notice machine installed for a short space of time.

SB attended a presentation regarding the new planning strategy and report that it appears very good and helpful and would protect Farthingstone.

JC would like to express thanks from the PCC to all those who helped with the recent clear up in the churchyard and cemetery, particularly to Tate Brothers and Chris Tate for the use of their trailer and for taking the rubbish away.
