FARTHINGSTONE PARISH COUNCIL    
 
A Parish Council meeting was held on Monday 20 September 2010 in the Village Hall at 8.pm.
 
Present – Mrs Jennie Miller in the chair, Dr Stephen Batterby, Mrs Susan Castle, Mr John Church, Mr Christopher FitzGerald, Mrs Sarah Hyatt, and Mr Peter Stanton and 2 parishioners.

The minutes of the last meeting on were read, agreed and signed.
 
Results of two Planning Applications have been added to the agenda.
 
Matters Arising
 
None
 
Neighbourhood Watch Update
 
There have been no incidents within Farthingstone but residents are reminded to remain vigilant.
 
Joymead Functions
 
A letter of complaint has been received regarding various events held in the Joy Mead Gardens this year. Mrs Miller asked Paul Justice the Chairman of the Joy Mead Committee for an update of the situation. He apologized for the problems and assured us that any future events will be held only with the agreement of all committee members. They will be asking for any music to be finished by 11.30pm. Also that any speakers face away from the village. The committee is also looking into arranging parking outside of the village to eliminate car noise later at night. The hire cost has been raised and the amount of events held in the gardens will be monitored. Neighbours will be informed as and when events are taking place and this will also be on the village web site. Councillors point out that at some time they have all used the Joy Mead Gardens and are well aware that funds need to be raised towards the upkeep. We appreciate that every effort is being taken to reduce problems for residents. Mrs Miller thanked Paul for his update of the Joy Mead Gardens and for the measures that he has put in place with his committee.
 
Peter Stanton proposed that the Parish Council thanked all the Joy Mead Committee and volunteers for the mowing and upkeep of the grass verge outside the Joy Mead Gardens. John Church seconded this.
 
 
Annual Audit Conclusion
 
The annual external audit has taken place and no matters came to the attention of the auditors. The annual report has been approved and accepted by the Parish Council.
 
 
Planning Applications
 
DA / 2010 / 0652 Listed building consent for replacement chimney at Field View Cottage, Main Street,Farthingstone, NN12 8EZ
 
A letter has been sent to DDC with no concerns regarding this. Decision waited.
 
DA / 2010 / 0365 Change of use of part of farm building at Manor Farm Main Street Farthingstone
 
This has been granted by DDC subject to various conditions.
 
DA/2010/0402 – Outline application for demolition of three agriculture building and construction of fivedwellings, garages and access at Manor Farm, Main Street, Farthingstone
 
This application has been withdrawn by the applicant. DDC will proceed no further.
 
Correspondence
 
Contact cards have been received from Chris Heaton-Harris. The Chairman and Clerk have one each and another has been placed in the noticeboard.
 
A request has been made to place a headstone in the Cemetery which was agreed by all members. Clerk to deal with.
 
An email has been received regarding future meeting date bookings from The Village Hall committee. As has been the case for some time Parish Council meetings are set for the third Monday of alternate months. Clerk to contact Village Hall committee to re-iterate this.

SB raised the matter of pot holes within the village. This was discussed and Clerk to do survey and map all problems areas which will be sent to Street Doctor/Highways with a copy to FPC.
 
SB raised the matter of the missing finger posts on the road sign at the Maidford junction. Clerk to contact Maidford Parish Council and find out what the situation is with this and report back to the Council.
 
SB asked if the welcome pack is still being delivered to new comers in the village. JM reported that SC has updated this and delivers as and when required.
 
 
PS raised that matter of large vehicles and the school buses having to go on the footpath to get up and down the village in Main Street due to various vehicles parking there. Parish Council to write to local police and ask for advice.
 
JC raised the matter of 3 items of work needed to be done in the Churchyard. This was discussed and a working party will meet on 10th October at 10am to tackle jobs at the cemetery and churchyard. A notice will be placed on noticeboard and an email sent round asking for volunteers.
 
CF stated that the cemetery plan with be placed in the noticeboard in the cemetery this weekend.
 
SC asked when the church Clock annual service was taking place. Clerk to deal.
 
JM will circulate the question of possible future use by the parishioners of the BT Payphon if FPC adopt this.
